The University of Iowa (hereafter, The University / University) located in Iowa City, Iowa, desires to obtain written proposals from qualified suppliers to provide a program for implementation of the Iowa Statewide Assessment of Student Progress (ISASP).

Question For the paper-pencil versions, are separate test booklets and answer documents produced, or does the University prefer a combined consumable booklet? Also, are there separate booklets for each content area, or just one test booklet per grade with all content areas included?

The University desires separate booklets and answer documents for each content area and grade. For example, there should be a Grade 3 Mathematics Test Booklet and a separate Grade 3 Mathematics Answer Document.

Question Per item 75 on pages 31-32, we understand that AI scoring should be used for the ECR item on the Language-Writing assessment. Will ITP provide previously scored responses upon contract award so that the new vendor can build AI scoring models prior to the first administration?

Question Item 41 on page 11 of the Bid Invitation states that preference will be given to purchasing from Iowa based businesses. What qualifies as an Iowa based business? Do just one or more office locations have to be located in Iowa? Would a subsidiary qualify if the parent company is located in another state or country?

The current ISASP assessment administers a higher count of students than indicated in this attachment. The actual amount of students we expect per subject/grade is usually between 36,000 and 41,000, but the attachment requests estimates for 35,000 students. Please clarify the amount you would like us to cost for?

Please provide costing for scoring 2 Science CR OP items per grade. Total number of Science items for all grades is correct.
