Notes The University of Iowa (hereafter, The University/University) located in Iowa City, Iowa, desires to obtain written proposals from qualified Suppliers to provide proctoring products and services software that is currently on the market.
Please be aware that this is an extensive bid. All Suppliers are cautioned to allow ample time for the submittal of RFP responses well before the due date time requirement. Bids must be submitted via the eBid system.
Questions regarding the bid may be submitted by registered Suppliers via the Questions tab within eBid prior to the question cutoff date. All Supplier questions and the University answers to those questions will be published sometime after the Questions close deadline for all interested Suppliers to review.

Question Regarding Item 11 (Iowa business registration): May an out-of-state bidder register in Iowa upon award of contract, or is prior registration & licensing required for consideration of a proposal?
Answer The supplier chosen for award must be licensed to do business in the State of Iowa. They do not have to be licensed to submit a proposal. If your firm is not licensed, please make sure to note this with your bid submission as an exception.

Question Approximately what percentage of exams will require live proctoring and what percentage will require AI proctoring in a 12-month period?
Answer 0% live proctoring. 100% AI.

Question In addition to automated virtual proctoring, to what degree are other proctoring modalities utilized by your students? Other modalities include:

Record & Review - A human proctor reviews an automated proctoring session.

Live, Virtual Proctoring - A human proctor monitors the virtual proctoring session in real time.

Hybrid Virtual Proctoring - An employee of the school such as a test center staff member is the human who is monitoring the live, virtual proctoring session

Instructor as proctor - The instructor proctors face to face for local students

Testing Center - Students are allowed to test in the testing center of the institution or another testing center

Proctoring Professional - A person such as a librarian, church pastor, or notary is pre-approved as a face to face proctor.
Answer Record and review. We do not use live proctoring at this time. We do not use human proctoring at this time. We do use human proctors in our test center, but they are not actively watching the testing. It is more for security and academic integrity purposes.

Question What type of add-ons would the University be interested in seeing within the pricing? (Live Id Verification, Live Proctoring, etc)
Answer Currently our largest priority is AI proctoring w/ flagging for review by our staff.

Question Is the University interested in tiered pricing, based on full time enrollment or specific amount of licenses needed?
Answer Possibly. We anticipate signing a 2-3 year contract. Tiered pricing is an option, but would rather lock in pricing. We would be open to paying one amount up to a number of users and then a reduced rate after the initial commitment is met. However, we would rather pay per user at this time.

Question Can the University of Iowa please provide details on the model(s) of proctoring you are seeking? Are you only looking for AI based automated proctoring (similar to Proctorio), or will you consider other options like live proctoring or record and review proctoring options?
Answer Similar to Proctorio, we currently do not use live proctoring. We record and review right now.

Answer January 2023, Summer 2023 at the latest

Question Regarding Terms of Use and/or License Terms agreement (where an Attachment required for the RFP response) It is required that proposing suppliers must upload Terms of Use and/or License Terms sample document as an attachment.

Are vendors required to 1. Sign University of Iowa Terms and Conditions and upload ? Or upload our own (vendors) Terms and Conditions? Or both ?
Answer The University of Iowa Terms and Conditions cover standard terms and conditions. Bidding suppliers are expected to review the standard terms and provide any exceptions to those terms as part of their bid response. Bidding suppliers are also expected to provide their Terms of Use/or Licensing Terms if they are required as part of a potential agreement. In the event of an intent to award, the University will review and use all pertinent documentation.
