Notes	We highly recommend online submission of responses. This expedites the process and reduces errors for both buyer and supplier. Deliveries shall be F.O.B Destination. Contract Quantities Quantities listed are estimates only. Actual purchases may vary considerably based on actual needs throughout the contract period. Contract Award Award will be made for any one group or combination of groups. All items within a group must be bid to be considered for a group award. It is the intent of the Iowa DOT to award the contract to the responsible bidder whose submitted quotation is the most advantageous to the Iowa DOT, cost and other factors considered. Other factors include, but are not limited to: meeting or exceeding mandatory requirements, proposed staffing, and meeting required time schedule. Contract may be terminated Per Section 19 of the Standard Terms and Conditions on the Attachment Tab. The DOT reserves the right to award multiple contracts from this RFB. Contract Begin Date April 1, 2023 Contract End Date March 31, 2024 Contract Award The Contractor will be awarded a one (1) year contract with an option to renew for five (5) additional years in twelve (12) month increments. Purchase Orders Purchase orders will be issued for items as needed throughout the contract period. Delivery Requirements Traffic paint in totes lines 2,3, 9 & 10 shall be delivered to the designated maintenance garages specified on the purchase order meeting the requirements of Section B of the attached specification. The Iowa DOT will order full truckload quantities to be delivered to specified locations. Orders will be emailed to the successful vendor. Materials shall be delivered to the maintenance garages indicated on the purchase order between 7:30 A.M. and 3:30 P.M. on any day except Friday, Saturday, Sunday, or a holiday. Locations must be notified 24 hours in advance of any delivery to ensure DOT personnel is available to take delivery. Delivery shall be no later than 14 calendar days after receipt of order. Traffic paint in drums & cans on Lines 4-7 & lines 11-14 are to be shipped on pallets. Materials shipped in full pallet quantities shall be stacked and securely banded and/or shrink wrapped on four-way entry pallets; in the past measuring 40" x 48" with a height of merchandise plus pallet not to exceed 60”. Pallets should be made of durable material strong enough to hold weight of product. Distribution Center/Receiving hours of operation for deliveries are Monday through Friday 7:00 am to 3:00 pm. Locations must be notified 24 hours in advance of any delivery to ensure DOT personnel is available to take delivery. Delivery shall be no later than 14 calendar days after receipt of order. Those who join the public bid opening after 1pm may not hear all the responses read aloud but all responses will be posted publicly for viewing as soon as they become available. Bid Questions

Question	I understand that bid samples are required 2 weeks prior to bid day/opening. We were only aware of the bid Tuesday evening. Could we possibly get that requirement extended?
Answer	An addendum to bid will be done and a new updated specification will be uploaded for this requirement. "If requested, the selected paint manufacturer must furnish a one-quart sample of each color to the Materials Laboratory of the Iowa Department of Transportation (Iowa DOT) in Ames to ensure the proposed material meets the specifications contained in this document." "Qualification samples must be submitted within two weeks of request. If the requested qualification samples do not meet the laboratory test requirements, the selected bidder will be disqualified, and the Iowa DOT will proceed to selection of the next qualified bidder."
