Award: It is the intent of the Iowa DOT to award the contract to the responsible bidder whose submitted quotation is the most advantageous to the Iowa DOT, cost and other factors considered. Other factors include, but are not limited to: meeting or exceeding mandatory requirements, proposed staffing, and meeting required time schedule.
Overview
Construction of new 6 stall cold storage pole building at the Donnellson Maintenance Garage location, as per attached plans and project manual. Work to be done during regular working hours and days M - F 7:00 am to 3:30 pm. Pre-bid or site visit is recommended. Inspection by Iowa State Building Code Bureau.
Required 1 year construction warranty and materials warranty as indicated in specs.
Awarded contractor must be a licensed, bonded and insured contractor
NOTE: Contractors to propose a suggested revised completion date taking into consideration winter weather conditions. This is a required Attribute. See Attribute #12.

Questions: All questions related to this project are to be submitted through the IONwave Bid system on or before the cut off date and time as indicated in the solicitation.

DOT Estimated Start Date: 9/15/2023 October 1, 2023 (Start date to be coordinated with IDOT Project Manager. This is the estimated start date after all required documents are received i.e., Insurance, performance bond and vendor signed contract)
Estimated Completion date: 4/5/2024 (This includes re solution to all punch list items, inspections and DOT acceptance typically used in construction bids).
Site Visits: A site visit is recommended prior to submitting a bid. To schedule a site visit contractors must contact Teri Schulz at teri.schulz@iowadot.us with a date and time of when you want a site visit. Contractors will be required to bring their own equipment needed for the site visit. All questions related to site visit should go directly to IONWave or Teri Schulz at teri.schulz@iowadot.us
Site visits will be scheduled in advance between July 13-26, 2023 between Monday - Thursday, the hours of 7:30 a.m. and 3:00 p.m. Fridays hours are 7:00 a.m to 10:00 a.m.
Davis-Bacon wages do not apply.

Question

The specs in section 26 31 00 – paragraph 2.c.1 says that the solar system is to produce 50kwh of power to charge the batteries. One solar panel will produce ~400kwh per year, so I am wondering if this is a typo/mistake. Can you please clarify this number.

Answer

See Addendum 5 on the Attachment Tab for clarification. The s olar panels have been removed from this project.

1. Where does the power come from for the 100 amp service?


2. Are we installing new service or off of existing building?


3. Says to connect electrical panels to solar panel but no information on where


4. Don’t see garage door openers are they just manual doors?

Answer

1. The power comes from a Roof Mounted Solar array. See spec section 26 31 00 Photovoltaic Collectors


2. The power will tie into the grid at a power pole south of the proposed building location. See Addendum 5 on the Attachment Tab


3. The electrical panels and solar panel will tie in through an exterior mounted conduit.


4. The garage door openers are a m anual opener per spec section 08 36 15 Non insulated Sectional Doors.

Question Any grading drawing for Division 31?
Answer

The Top of slab elevation and existing grade are called out on section 1/A_101 on the Drawing sheet.

1. Is this building going to have a new electric service or will the panel be fed from existing service? 1.06 on the specs says connect to existing feed and new service. The drawings do not show how the building will get powered.


2. Is the solar provided and installed by others?

Question

We have been requested by a contractor to provide a quote for the inspection of the Donnellson 6 Stall Cold Storage project.


Other than reinforcing steel inspection, PCC testing and soil compaction testing what other inspections would the IDOT expect us to perform?

Answer

IDOT will not requiring any special inspections on the Donnellson Cold Storage building.

1. Pipe bollard: supplied by owner?

2. Sanitary facility/porta potty not required as we can use the existing facilities located in the existing maintenance garage. Correct?
