Contract Award It is the intent of the Iowa DOT to award the contract to the responsible bidder whose submitted quotation is the most advantageous to the Iowa DOT, cost and other factors considered. Other factors include, but are not limited to: meeting or exceeding mandatory requirements, proposed staffing, and meeting required time schedule. Contract Award Quantities listed are estimates only. Actual purchases may vary considerably based on actual needs throughout the contract period. Answer	Delivery must be by June 30, 2023 due to fiscal year funds.

Question	Is 7 days of autonomy on battery required, so long as we can provide the Solar Measurement report that shows the probability of 0% loss of load at 5 days?
Answer	This was reviewed and all of our PV(solar) systems require a 7 day autonomy.

Question	A two-year warranty is the industry standard for the sign and batteries.
Answer	DOT would like to upgrade to a five-year warranty instead of the standard warranty for the sign and batteries.

Answer	We are asking for a 1 year renewal with the option to renew for 5 additional years in twelve month increments. Please refer to Standard Terms and Conditions under B. Award number 4. Consumer Price Index.

Question	On Page 5 of the specs, it mentions displaying the word message ‘SLOW DOWN’ when speeds over a threshold value are reached. Is it acceptable to instead have flashing digits (the detected speed) when a threshold value is exceeded?
Answer	No.

Question	If signal reception is poor, would Iowa DOT prefer that cell signal booster be added for the speed feedback signs?
Answer	Not really. Cellular connectivity is not required. The Iowa DOT will be transfering ownership of these signs to the town they are installed in.

Question	Is there is a preferred cell service provider that works best - AT&T or Verizon?
Answer	No. Cellular connectivity is not required, so if this service provided as an enhancement, there will be no price adjustment when comparing to other bidders.

Question	Is the operational requirement of displaying the worded message "Slow Down" required for the 12" and 18" version of LED Speed Feedback signs?
Answer	Yes, the word message "SLOW DOWN" is required for both signs.
