Scope of Work Overview: Provide all labor, materials, water, tools, equipment, and any incidentals necessary to perform spring and fall weed control spraying services in designated areas as specified on lines and shown on attached maps.
Apply herbicide within existing right-of-way of interstate and primary roads, as defined by Iowa DOT including all interchanges and ramps on multi-lane roadways, along both directions of travel in all ROW except where specifically specified. (Not to include any medians on multi lane routes.) Identify and control all Iowa noxious and invasive weeds by spot spraying herbicide. See scope of work and specifications under Attachment for all details and timeframes.
All bidding is by milepost as listed on the lines; maps are provided as information only.
Responders shall furnish any requested information within three (3) working days after notification from the purchasing agent.
Contract Award: It is the intent of the Iowa DOT to award the contract to the responsible bidder whose submitted quotation is the most advantageous to the Iowa DOT, cost and other factors considered. Other factors include, but are not limited to: meeting or exceeding mandatory requirements, proposed staffing, and meeting required time schedule within the changing weather conditions. Previous performance will be a factor in determining the amount of lane miles awarded to any contractor.
Contract Start Date: March 1, 2024
Contract End Date: February 28, 2025
Contract Award
The Contractor will be awarded a one (1) year contract with an option to renew for five (5) additional years in twelve (12) month increments. Renewals are not guaranteed and are a mutual agreement between both parties, the Iowa DOT and the Contracted vendor. A combined percentage of 80% or greater on the Herbicide Compliance/Inspection Form must be obtained for a renewal to be considered. “Combined” is defined as: all circles for both spring and fall spraying per contractor for the previous contract period/year.

Question Can you provide payment and performance bond form for review? Some forms have had issues with language and or terms that bonding companies are starting to push back on because of liability changes within this sector of finance..

Answer Information requested would need to be submitted on a formal FOIA Iowa Open Records Law per Iowa Code Chapter 22.7 per this link https://iowadot.gov/openrecords/ .

Question Can you provide historical data on applied chemicals for each roadway section through the freedom of information act such as herbicide products applied within each route section per calendar year over the last 1 to 3 years?

Question If an application is made during the early season and passes inspection for the treatment and an additional flush of new growth occurs weeks later to certain areas, is the contractor liable to spot treat additional areas under the same lump sum price or is this an additional charge if additional treatments are necessary?
Answer If the majority of target weeds are flushing "weeks" after the first application, the work is being done too early. With proper timing, only a few areas should remain for "catch-up" and is part of the lump sum price.

Question What are the allowable work hours of operations?
Answer Generally, a half hour after sunrise to half hour before sunset or 7a to 5p Monday thru Friday as much as possible. However, we understand this work revolves around proper weather conditions so weekend work is allowed to meet timelines. We ask notification be given as usual for any work outside normal hours. No work is permitted after dark.

Question Can you provide Area Maintenance Supervisor contact information for each area concerning ROW limits along certain routes if we have a question during our pre bid review inspection.
Answer Our best estimate is roughly 5 to 15 percent blanket spray and 90 to 85 percent spot spray. These percentages are estimates and vary from year to year dependent on several conditions including growing season conditions, previous efforts of spraying, and effectiveness of previous sprayings. ROW can be estimated based on the MM maps and looking Google Earth and using the area tool. It is also suggested to drive the area prior to bidding to see terrain and general area usage.
