Overview
The Iowa Department of Transportation is seeking competitive bids to provide rental of Portable Dynamic Message Signs (PDMS) across the state that will be used by Iowa DOT to use supplement the PDMS that are owned by Iowa DOT.
Quantity
Rentals will vary based on actual needs throughout the contract period. There is no minimum rentals required with this contract.
Based on recent experience, the quantity of PDMS being rented can vary greatly over the course of the year and across years. To date, the maximum number of PDMS rented at one time has been approximately 80, but that number may increase or decrease over the course of the contract period.
Specification
Specifications for these portable dynamic message signs for this solicitation must meet or exceed the Iowa DOT specifications as attached on the 'Attachments' tab.

Questions and Restriction on Communication: Until the contract is awarded the sole point of contact for this project is Julie Brown (see bid contract information) any and all questions related to this project included during a site visit are to be submitted to Julie Brown in writing preferably through the ION wave Bid system. (See the cut off period for question submissions and Site Visit scheduling indicated below)
Contract Period
The Contractor will be awarded a two (2) year contract with an option to renew for four (4) additional years in twelve (12) month increments.
This contract will overlap with the previous and subsequent PDMS rental contracts to allow gradual transitions between contracts. Any PDMS currently deployed under the previous contract will remain in place until the end of their rental period.
Contract Award
A Primary and Secondary Award will be made for the responsive, responsible bidders. Secondary Contractor will be used if Primary Contractor can’t supply PDMS trailers as needed. The Iowa DOT reserves the right to accept the bid(s) which best serves the interest of the State.
It is the intent of the Iowa DOT to award the contract to the responsible bidder whose submitted quotation is the most advantageous to the Iowa DOT, cost and other factors considered. Other factors include, but are not limited to: meeting or exceeding mandatory requirements, proposed staffing, and meeting required time schedule.
All items are tied.
Contract Begin Date: February 1, 2024
Contract End Date: January 31, 2026
Payments
All PDMS rentals shall be consolidated into a single, monthly invoice. Invoices should be itemized to reference the details in the “Line Items” bid tab, the length of rental period, initial date of rental, equipment number, location where PDMS was delivered, and any coding information provided by Iowa DOT, such as project number or contact person. Payments will be made for all successfully received and tested PDMS prior to the date of the invoice. The first month of rental and any delivery charges may be included in the first monthly invoice following the delivery date and Iowa DOT acceptance.
