Question The only reference to a scope of work/deliverables seems to be only in Section 2 of the Attributes tab. It states the requirement for Process Engineering, Cost estimate and general plant layout. Can you please provide the following clarifications regarding inclusion/exclusion as part of the "general plant layout"? Are the following included or excluded?
-Civil site survey and civil site plan (including location of services such as gas, electrical, sewer, elevation of land and water drainage)?
-Architectural and structural layout (including columns, exit path, ancillaries’ equipment)?
Answer Civil site survey, plan, structural layout are not part of the scope.

-Cost estimate for base building and site preparation?
-Cost estimate for mechanical and electrical building systems?
-Cost estimate for electrical and automation of process equipment?
-Cost estimate for process equipment/installation and process utilities equipment/installation - assumed to be included in the scope.
Answer All of these should be included in scope, but at a high level.

-Process Flow Diagram (PFD)
-Major equipment list
-Functional specification of majors equipment
-Cleaning strategy and diagram
-Clean utilities diagram
-Functional description of automated sequences
-Energy and mass balance
-Preliminary equipment layout
-Critical and non-critical instrumentation list
-Any other requested deliverables to list?
Answer Included in scope are process flow diagram, major equipment list and layout, high level energy and mass balance, major utility needs, overall facility diagram and layout.

Question In the Attributes tab, under Section 2, it is said that "ISU is seeking a consultant to provide engineering consulting services for an FEL1 level design for building a [..] fermentation facility".Just after, it is later said that "The consulting services will include process engineering, cost estimate, and general plant layout." Developing "FEL 1 design for building a [...] fermentation facility" requires more than just "process engineering". Can you specify if the following engineering design services are included or excluded from this RFQ:
-Building mechanical(steam, HVAC, drains, piping, fire protection, refri, compressed air, etc)?
-Building electrical/automation(Electrical inlet, power distribution, MCC, HVAC controls, etc)?
-Process utilities(chilled water/glycol, process air, process water, process steam, etc)-assumed to be included as part of process engineering
-Process electrical/automation(power distribution, automation, etc)?
-Civil, Structural, Architecture?
-Others?
Answer The skills listed in the question should be part of the consulting services to the extent needed for an FEL1 design and estimate.

Question Question 1:
In the Attributes tab, under “Section 5 - Proposed Services”, we must provide the description of the provided services as listed in the "Scope of Work section". However, there was no section describing the expected scope of work in the provided documents. Can you please provide the expectations for the scope of work, or scope limits for this project? Does it only pertain to process engineering (as stated in section 2), or does it include other disciplines such as mechanical, electrical, automation, civil, structural and architectural? Can you please clarify?
Answer Use the information from Attributes 2 and 3 along with the provided attachments for the scope of work for this project. See the answers to the other questions for additional information.
