Iowa State University of Science and Technology (ISU) is soliciting bids on behalf of the Lab Animal Resources (LAR) team for two (2) cage washers to be used for cleaning and sanitation of cages, pens, bottles, and other items used in animal husbandry.

LAR serves a number of departments across the University and plays an integral role in ISU's Animal Care and Use Program by coordinating the animal facilities, housing, and management activities .

One cage washer unit will be installed in the main College of Veterinary Medicine (CVM) building/Patterson Hall and the other unit will be installed in the nearby Veterinary Medical Research Institute (VMRI) Building 40.

A Pre-Bid mandatory site visit will be held at 9:30 am (CST) on Thursday, October 12th, 2023.
ATTENDANCE AT THE PRE-BID MEETING/SITE VISIT IS REQUIRED.
Failure to attend or have representation at this meeting will result in the Supplier being ineligible to participate in the competitive bid process.
Suppliers should read all materials carefully and note the due date.

Suppliers must direct all questions and comments in reference to this RFP to the University Representative using the QUESTIONS tab via this electronic bid system. We ask that you communicate about the RFP only to ISU Procurement through this bid platform and not directly to any other PI's/departments.

Question We received a new email on 10/24 stating questions answered on portal. I see no NEW questions answered on portal. Please advise.
Answer A Supplier's question asked on 10/19 was answered this morning (10/24) and should appear on the Questions list. No new information was introduced. It was mainly a reiteration of ISU's intent to accept and review all supplier proposals.

Question Regarding questions asked about how changes to the pit will be handled:
Answer
ISU is excited to have this "once in a lifetime" opportunity to install new cage washers in our LAR facilities. Our desire is to have updated. safer, and larger cage washers installed and we are asking suppliers to propose solutions that will help us check off as many of our "wish list" as possible.


The ideal situation for Iowa State is for a supplier to offer a complete solution which includes both new, larger. washers as described in the bid AND the service to update the pits as needed to accommodate these proposed new washers.


We understand that the work to update the concrete pits MAY be outside of the scope of what Cage Washer suppliers/manufacturers typically do and that concrete work is typically handled by other contractors. However, ISU would be interested in any creative solutions that are offered. For instance, a supplier offer in which the concrete work is sub-contracted out and then the cage washer is installed after pit work is completed, would be ideal.


However, we are interested in reviewing all possible solutions and will accept proposals that are for the washers only with ISU being responsible for pit/concrete work AND proposals that include the concrete work as well.


The bid format will be updated to allow for suppliers to propose the following options:

1. Washers only. Proposed washers fit in the existing pits.

2. Washers only. Washers are larger than current pits. Supplier will provide ISU with information needed for us to update the pit to fit your washers' specs but ISU is responsible for pit prep work.

3. Both washers and pit work provided as a complete package. Subcontracting is ok.

4. Other solutions that do not strictly fit the above.

5. Options to propose multiple solutions.

Question The existing pits do not accommodate the following specification requirement: minimum inside usable chamber dimensions (Width x Height x Length) 42” x 84” x 100”.
Can you please select from the following options?
1. No rework to extend the pits and offer shorter washers with usable chamber lengths of 86” for VRMI 40 and 95.5” for Central Building.
2. Concrete rework (by others) to extend the pits to meet the 100” usable chamber length requirement. This would require a pit extension of 14” for VRMI 40 and 4.5” for Central Building. Result is flush mount with finished floor (no ramps)
3. Order longer washers to meet 100” length requirement but notch the corners to fit into existing pits. The result would be a washer floor that is approximately 3” above finished floor requiring 3”H x 36” L loading ramps on both ends. (by washer mfr)
Please note: All options require rework of the pit floor to support the washer. (by others)
Drawings are available for clarification if needed.
Answer ISU is interested in viewing all available options. The bid format allows you to quote multiple options.

Question In response to questions about the possibility of site visits for potential subcontractors who may be interested in performing prep cement work that may be required to prepare the pits for new washers:

IF YOU HAD A REPRESNTATIVE PRESENT AT THE MANDATORY SITE VISIT ON OCTOBER 12TH and you or a potential subcontractor would like to visit one or both of the washer sites again in order to take additional measurements or view the existing structures/utilities you may contact Dean Isaacson to make an appointment. 515-291-3682.


Please do not contact Dean other than to request to schedule a second site visit. Our goal is to give all suppliers adequate resources in order to submit your best offer for this project. We also want to provide everyone with fair and equitable access to all information about this project. If any new questions arise during a second site visit, please continue to post questions within the Questions tab of this bid so that we may continue to share all information with all interested parties.

In order to provide all suppliers with additional time to prepare their offers, ISU has extended the bid deadline until 11/3/23 at 2pm CST.

An in-person, on-site visit to review the installation sites is required to participate in this bid.

There will be a MANDATORY pre-bid/site visit meeting due to the nature of this RFP/RFQ.

Hold all questions about the bid until the pre-bid meeting.

ATTENDANCE AT THE PRE-BID MEETING/SITE VISIT IS REQUIRED. Failure to attend or have representation at this meeting will result in the Contractor being ineligible to participate in the competitive bid process. This requirement is for all Contractors even if Contractor has been awarded this Contract in the past.

We will be visiting 2 different building/sites on the College of Vet Med campus. We anticipate the site visits may take up to 2 hours so plan accordingly.

Pre-bid meeting information

We will meet at the VMRI Building 40 location and then proceed to the second site in Patterson Hall as a group.

Parking is available at the B uilding 40 site and all necessary parking permits will be taken care of by ISU. Building 40 is located on the west side of the greater College of Vet Med campus in Ames, IA. A map depicting the Building 40 location can be found under the Attachments tab of this bid.

No verbal statements by ISU or its representatives at this meeting will be binding. ISU will post all changes and material clarifications in the form of an addenda after the meeting.
