CIRAS Overview

The Center for Industrial Research and Service (CIRAS) provides comprehensive technical and educational assistance to Iowa companies across a variety of service areas. Our approach, characterized by our tailored strategy – Engage. Educate. Embed. – means our staff of CIRAS Strategic Advisors and Project Managers work with Iowa companies to create solutions specific to a client’s need. In cases where CIRAS may not have the specific expertise or resources on staff to meet a client’s need, we leverage our network of Third-Party Resources (TPRs) to assist with the execution of the already defined strategy.

Presently, CIRAS is requesting proposals for a TPR that can execute any one or combination of the following roles:

Question What is the best approach for determining pricing when the complexity of the project is not yet known?

Question Regarding the Project Reference Contact Details, can you share why and at what point in the process will references be contacted? Can references be provided at the point in the process when needed and/or upon request, rather than offered up front? Will the application be considered complete and valid without project references? Thank you.
Answer References will be contacted for applicants that are under consideration for the bid award after the application evaluation is complete. References must be provided with the bid application for the application to be considered complete.

Question On the "Response Attachments" tab

Item 4: I have successfully downloaded the pdf for Growth Services, but the pdf will not allow text to be added in the questions section. Should we add a Word Document converted to a pdf to answer the questions? I know this seems obvious, but just want to make sure you didn't have some other preferred form.

Also I note that question 3 on Growth Services document refers to "Pricing Details". Would this not be covered under Item 2 "Detailed Pricing Quote"?
Answer PDF, Word, PowerPoint are all acceptable file types. Responses are required and may be the same for Question 3 and Item 2.

Item 1: "Any Required Service Agreement" - what does this refer to?
Answer If your organization has a required service agreement, this must be included in your application.

Question Can you just apply for one specific digital marketing area just as video production? Or do you need to submit a proposal for the entire digital marketing growth area?
Answer The application can be for a specific expertise within a service area. Note which expertise is being applied for in the bid attribute section ‘service area & expertise’.
