Iowa Board of Regent (IBOR) Universities; Iowa State University (ISU), The University of Iowa (SUI) and University of Northern Iowa (UNI) are seeking bids for a purchasing agreement for high and mid-level scientific analytical instrumentation and related accessories and supplies to be provided to the University on a multi-year contract basis. The IBOR Universities are requesting that companies provide information on pricing, warranty, availability and specifications for the requested equipment.

Iowa State University will be the lead agency for this RFP process and the administrator for any master contract or contracts that result from this RFP.

Where ISU is indicated in the bid it should be construed to stand for all 3 of the IBOR Universities.

Each entity will award its own purchase order or similar vehicle based on the results of the RFP responses and any ensuing contract.


The contract also allows for awarded vendors to provide products in a demonstration laboratory on the ISU campus that is available for both the University and vendor to utilize.

Question SECTION 13: E-PROCUREMENT AND PAYMENT PROCESSING
"..Supplier will be expected to work with each entity and their merchant banks to determine the best payment processing method and agreed upon level of detail.”"

- Can you please confirm the language around “merchant banks” ?
- Does ISU plan on using credit cards to make payments? . We ask because banks impose a merchant fee for credit card use.
Answer
ISU is interested in working with the primary and secondary suppliers to make their catalogs available to campus users through our e-procurement site (CyBuy) via the SciQuest platform. The University of Iowa and University of Northern Iowa use alternative but similar e-procurement systems.

Orders initiated and invoiced through the ISU CyBuy site are paid with a dedicated university credit card.


Alternative methods of payment can be proposed by suppliers and will be considered. However, electronic payment methods are more preferable than manual payment methods.

Question The instruments listed in the bid spreadsheet and Chem 316 document have many different possible configurations based on the sample types being analyzed. Since there is little description regarding precise instrument configuration beyond the type of instrument desired, is it up to the supplier's discretion to quote instrument configurations, or is there a technical point of contact that may be consulted prior to submitting bids for instruments that may not be exactly what the lab is looking for?
Answer

There is a flexibility as to which instrument configuration suppliers could include. It is preferred to have as many instrumentations as possible commonly used in chemical analysis laboratory for the purpose of training students in CHEM 316 lab.


Ideally supplier’s offer should include instruments that meet the current lab curriculum. The current lab curriculum includes the use of ATR-FTIR, UV-Vis (covering 200-700nm), AA (including Ca light source), Fluorometry (including excitation and emission in visible range), LC (including autosampler, binary pump, reverse phase column and UV detector), (LC-)ESI-TOFMS, GC-FID, and GC-MS.

Question Can we have further clarification for the supplier's involvement with managing the demo lab? Is the university expecting a full time service engineer employed by the supplier to maintain equipment in the demo lab on a daily/weekly/monthly/as needed basis?
Answer
For the ISU demo lab:

1. The supplier owns and is responsible for servicing their own equipment. The servicing schedule can be determined by the supplier. ISU Chemistry staff will coordinate with the supplier if there are any repair issues that need to brought to supplier's attention.

2. Supplier provides initial start-up consumables but any further consumables used in the lab for teaching purposes will be purchased by ISU Chemistry department.

3. ISU does not expect supplier to provide full-time service engineer.

4. Supplier has the freedom to replace demo equipment to suit their own purposes as long as it is replaced with a unit of same functionality. Replacement must be scheduled with the Chem 316 teaching coordinator to ensure that necessary equipment is in place and fully functional when it is needed for their lab classes.


For potential U of I demo lab:

The University of Iowa demo lab is in the exploratory phase. If the project goes forward, it is expected to have similar use and functionality as the ISU demo lab. However, the exact expectations will be negotiated with the contracted supplier at that time.

Question Does purchasing expect the current pricing submitted to be held constant over the period of the 5 year contract?
Answer We expect that the percent discount off list price offered in will remain the same over the life of the contract. Your list price is allowed to change, but the percent discount structure must not.

2. If the vendor has alternative technology that will fit well in a teaching lab will that be considered in the proposal?

Suppliers may submit pricing for just the categories of equipment that they represent.


However suppliers should note that the evaluation criteria for this RFP includes but is not limited to:

1. Suppliers ability to offer a range of analytical equipment and suppliers

2. Suppliers compliance with the desire that all products offered in their company's portfolio be included in their offer.


Question 2

The instrumentation to be used in the ISU teaching/demo lab is defined by the Chem 316 curriculum objectives. Suppliers may have the ability to add additional demo units for their own purposes as space permits. Suppliers may propose alternative technology with similar functionality.


The University of Iowa is exploring establishing a demonstration lab similar to the one at ISU. Suppliers are asked to propose how they would support that effort if the University determines to go forward with that project.


Question 3

Suppliers who can not supply demo equipment in all listed categories will still be considered. Suppliers will be evaluated on the breadth and quality of the demo equipment included in their proposal.

Question How can DAS agencies be part of this contract agreement?
Answer Iowa DAS is included in the category of not-for-profit entities of the State of Iowa. Suppliers are asked in Attribute # about their ability to extend proposed contract pricing to other State of Iowa agencies. Suppliers are able to comment in that section to explain if they specifically do or do not want to extend pricing to Iowa DAS.
