The City of Bettendorf, Iowa, is requesting proposals from qualified and experienced transportation providers capable of furnishing professional Demand Response/ Paratransit Service during the City’s fixed route transit operations hours. Paratransit service provides access to public transportation when fixed route transit use is limited due to disability, fulfilling the City’s requirement for fixed route ADA compliance. Demand response service is available to all, and provides an additional transportation option for patrons. ‘Door to door’ level service is provided.

The City’s current demand response/ paratransit service is provided by River Bend Transit, operating under an agree ment with the City that expires on June 30, 2023.

The contract period will be for FY 2024 (July 1, 2023, to June 30, 2024) and has the option to extend two (2) years. A pricing proposal is to be submitted for fixed rates to provide the services specified; rates shall remain in effect for the contract period. Prices submitted shall be inclusive of all labor , management, fuel, maintenance, vehicle storage facilities, and other provisions necessary to operate Demand Response/ Paratransit Services. Failure to submit all required documents will disqualify the proposal as being non-responsive.

Vendors must log into the City ebidding system to submit their proposal. No paper, emailed, or faxed bids will be accepted, and no physical bid opening shall be held.
