The City of Davenport, Iowa is seeking proposals from qualified firms to provide a software suite that will allow City Staff to plan new and modify existing service routes, schedule staff to operate these routes in the most efficient fashion, and to understand the different impacts of changes to routes and to operator schedules on financial budgets and ridership.

Question In section 1 of the Scope of Work, the fourth bullet describes how the City contractors shall be granted access to the software platform (pg. 2). Please list these contractors and their role in the planning and scheduling process.
Answer The city contracts out some daily management of its transit services and those contractors will need access to the system to perform work such as dispatching. Staff will use the software to perform daily operational work for the City of Davenport.

Question "4 Battery Electric Buses in procurement" are called out in the Background section (Page 1). Are there plans to procure additional EVs over the course of the 5 year contract?
Answer Yes, provided there are available Federal Funds.

Question How often does the City expect to publish updates to its public-facing GTFS feed?
Answer The City currently has a public Real-Time GTFS published and would need to publish a static feed at least once a year.

Question Will the City staff be the main point of contact for questions that downstream consumers have about the GTFS or will you need/want vendor support?
Answer Yes, the City will be the main point of contact.

Question The "Project Team" section of the RFP is missing a description for item c) (RFP page 6). Can the City please provide the missing information?
Answer That item was left in the specifications erroneously and can be disregarded.

Question Are there any special GTFS fields (outside of the official spec.), that the City of Davenport requires in the GTFS for downstream consumers?
Answer No, the City has special GTFS fields, such as geofences for automatically played audio on the buses. But they are only used within the City and not by downstream consumers.

Question What are the downstream consumers of the GTFS?
Answer For the current active GTFS, the downstream consumers are the National Transit Database and the Google Transit Team. The City also has a Real Time GTFS that any other consumer can access. For any GTFS related to planning the only potential downstream consumers would be the local Metropolitan Planning Organization.

Question Can you please clarify what is meant by "shift filling?" (Section 3 - #19)
Answer Determining what workers are available to fill work that does not have a driver schedule to perform it due to either planned or unplanned absence.

Answer The desired date for kickoff would be in October. We do not have an approximate duration for the overall schedule.
