The purpose of this RFP is to solicit proposals from qualified vendors for the City of Davenport, Iowa to perform monitoring of its pothole and crack seal crews’ employees’ occupational exposure to respirable crystalline silica dust and evaluate the efficacy of certain personal protective equipment for reducing employee exposure to sub-PEL levels.

Question

This section of the RFP on page 2 sounds like sampling from inside the PPE is requested (my bold):


“To record the unmitigated exposure level at the sampled work sites in addition to the exposure level inside each of the PAPR devices tested, dual monitoring will be required for each sampling event for each employee selected by the vendor.”


Is that correct? Sampling from inside PPE is unusual and at least some OSHA guidance recommends against it: https://www.osha.gov/laws-regs/standardinterpretations/1999-02-03#:~:text=The%20correct%20placement%20for%20air,of%206%20to%209%20inches .


Answer

Because controls for the activities described in the RFP (crack sealing and potholing) are not specified in 1926.1153(c)(1) Table 1, sampling inside as well as outside the PAPR device is requested to determine both the employee’s potential exposure and the equipment’s efficacy for reducing exposure while performing these activities.

Are you able to indicate if last year's RFP was filled and completed by another firm, or was it held up from last year? We would certainly be interested in submitting again, but wanted to see if there is more clarity this time around as to the overall expectations on your end.

Answer The City did not receive a suitable proposal under RFP 22-120 (issued on 03/21/2022) and no contract was awarded for the services described in that RFP. Please see the revised crystalline silica dust exposure monitoring RFP (23-103, issued on 04/11/2023) for details regarding the monitoring services the City is now seeking.
