The City of Davenport is seeking bids from qualified vendors for the River Drive flood mitigation project from Carey Avenue to East 3rd Street. The work includes furnishing of all labor, materials, equipment, and services necessary for installation of storm sewer and gatewell structures, including but not limited to trenched and trenchless storm sewer installation, HMA and PCC pavement restoration, and seeding.
Bids must be submitted through the City of Davenport e-bidding system (https://davenport.ionwave.net); no emails, faxes, paper copies or any other submission method will be accepted. Each tab of the Invitation to Bid must be reviewed and responded to accordingly.

Question Is this a Davis Bacon wage project?
Answer No, Davis Bacon/Prevailing Wages are not required for this project.

Question Regarding the Gatewell Structure - The specification indicated to review the plan sheet, notes, and legend for type and size of stone to use. The name of the stone indicated in bid tabulation states “Iowa Buff Wall Stone. This is a sawn cut top and bottom wall stone. The dimensions are ranged in the bid tabulation. This type of wall stone can be cut to an indicated height between the range specified. The rendering concept image depicts more of an “limestone outcropping boulder” appearance. For valued engineering, the limestone outcropping boulder wall would have the same support and retaining capabilities but would have a decreased cost. Could you verify with City what product type they are wanting.
Answer Bids should be based on the specified materials. Note E under Item 95 on Sheet G022 allows the contractor to propose changes to the specified stone but such changes will only be considered after the contract has been awarded and must be approved by the City prior to installation.

Question I could not find where Railroad Flaggers or Railroad Protective Insurance is required. Are those items incidental to other pay items, or are they not necessary on this project?

Question Special Provisions list three Technical Specifications on page SC-9. 31 0000, 33 0523.16 and 35 2106.29. Where can we find those Technical Specifications?

Question Is the form liner for Structures SD-101 and SD-216 specified somewhere? Is there any color additive required for the textured concrete?
Answer Plan sheet S000 under submittal includes information regarding the requirement for the Concrete Formliner.

Question Refer to Drawing S100 and Sections 3, 4, and 5. These sections do not show the exposed portion of the walls as textured. Should these sections, as it relates to textured concrete, be similar to the sections shown for SD-216 on Drawing S101?
Answer This structure is located behind the block wall and the lack of form liner is intentional.
