Dubuque Regional Airport Commission Public Improvement Project

Sealed bids for the work comprising the improvement as stated below must be received before 1:00 p.m. (local time), November 22, 2022 in the Office of the Airport Director. Sealed bids will be publicly opened, read aloud, and tabulated for furnishing all labor, materials and equipment and performing all work necessary for the Dubuque Regional Airport:

Install Solar Photovoltaic System project

Project will include: Installation of a solar PV array and electrical infrastructure to serve the passenger terminal. The array is located south of the Terminal, south of the Terminal parking lots and south of the Terminal exit drive, on the grassy embankment that was created during construction of the Terminal Building. Solar PV System size is 300 kW DC ground-mounted array is planned with the possibility for a 200 kW-hr (nominal) battery and bi-directional inverter (300kW) storage. The array will be connected to the Terminal electrical service at the west end of the Terminal with the installation of a new electrical feeder. The Engineer’s opinion of probable construction cost is $1,175,000.

Printed copies of the Bidding Documents may also be obtained from Tri-State Blueprint (563-556-3030), upon depositing the refundable sum of $50.00 per printed set of documents, or receipt of AGC, AMC, AMEC, MBI, or NECA card.

A Pre-Bid conference will be held on Monday, November 14, 2022, at 1:00 pm via Microsoft Teams or conference call format only. Bidders wanting to join the meeting via Teams, please email a request to Eric.Scott@foth.com

Each proposal must be accompanied by a bid guaranty in the amount of five (5) percent of the total amount of the bid. The bid guaranty may be by certified check or bid bond made payable to: Dubuque Regional Airport.

Bids may be held by the Dubuque Regional Airport Commission for a period not to exceed 60 days from the date of the bid opening, for the purpose of evaluating bids prior to award of contract. The Dubuque Regional Airport Commission reserves the right to reject any or all bids or to waive any informalities or minor irregularities or to re-advertise for bids.

This project is subject to the requirements of 49 CFR Part 26 Disadvantaged Business Enterprise Participation. The Owner has established a contract goal of .94% percent (0.94%) participation for small business concerns owned and controlled by qualified Disadvantaged Business Enterprises (DBE). Disadvantaged Business Enterprises are encouraged and shall have all opportunities to participate in the contract.

Award of contract is subject to all Federal Provisions as more fully defined in the bid documents.
