The City of Davenport is proposing rehabilitation at 1826 W 4th St. This property will be rehabbed with federal funding and once complete will be sold to a qualifying home owner. The City is requesting General Contractor qualifications, pricing, references, schedule and scope of work summary for the rehabilitation.


MANDATORY SITE VISIT - THIS PROPERTY WILL BE OPEN ON APRIL 19th, 2023 FROM 9:00 AM/CT - 11:00 AM/CT. ALL GENERAL CONTRACTORS INTENDING TO SUBMIT A PROPOSAL FOR THIS WORK MUST SIGN IN AT THE PROPERTY DURING THIS TIME. THIS WILL BE THE TIME TO TAKE MEASUREMENTS AND ASSESS THE NECESSARY WORK NEEDED.




  • Review the “RFP Narrative – Instructions – Information – 1826 W 4 th St” carefully before submitting your RFP!

  • If awarded the Contract, a City of Davenport Contractor License will be needed for Contractor and all Sub-Contractors prior to contract signing. If contractor or sub-contractors do not have a City of Davenport Contractor License, please go to the following website: https://www.davenportiowa.com/cms/One.aspx?portalId=6481456&pageId=7359898

  • If awarded the Contract, a State of Iowa Contractor Registration # will be needed for Contractor and all Sub-Contractors prior to contract signing. If contractor or sub-contractors do not have a State of Iowa Contractor Registration #, please go to the following website: https://contractor.iowa.gov/IowaIWD/CREG/common/index.jsp

  • If awarded the Contract, a DUNN’s # will be needed for Contractor and all Sub-Contractors prior to contract signing. If contractor or sub-contractors do not have a DUNS number, please go to the following website: https://www.dnb.com/duns-number.html . There is no cost to obtain a DUNS number.

  • Contractor Open House: Wednesday, April 19 th 2023 from 9:00 AM/CT – 11:00 AM/CT at the property. Attendance is required to be eligible to submit RFP!

  • Contractor questions due by Friday, April 21 st , 2023 by 5:00 PM/CT

  • Answers to contractor questions will be provided by Tuesday, April 25 th , 2023 by 5:00 PM/CT

  • Closing date for RFP is Friday, May 5 th , 2023 by 2:00 PM/CT

  • Permits are required, but no permit fees are required, due to property being city owned.

  • Liquidated Damages are in place. Set # of days is 365, dollar amount is $175.00 a day.

  • Lead Abatement Contractor License is required to be eligible to submit an RFP on this project
