The purpose of this Request for Bid (RFB) is to solicit Bid Responses from responsible, responsive Bidders to provide Fast Dry & Durable High Build Waterborne Traffic Paint for the Iowa DOT Statewide.
Deliveries shall be F.O.B Destination.

Quantities listed are estimates only. Actual purchases may vary considerably based on actual needs throughout the contract period.
Contract Award
Groups 1 & 2 will are the only tied lines and will be awarded to 1 vendor. Line #3 is a Bid Alternate #1 for Application Training.

t is the intent of the Iowa DOT to award the contract to the responsible bidder whose submitted quotation is the most advantageous to the Iowa DOT, cost and other factors considered. Other factors include, but are not limited to: meeting or exceeding mandatory requirements, proposed staffing, and meeting required time schedule.

Contract Award
The Contractor will be awarded a nine (9) month contract with an option to renew for five (5) additional years in twelve (12) month increments.
Purchase Orders
Purchase orders will be issued for items as needed throughout the contract period.
Delivery Requirements
Traffic paint in totes shall be delivered to the designated maintenance garages specified on the purchase order meeting the requirements of Section B of the attached specification. The Iowa DOT will order full truckload quantities to be delivered to specified locations. Orders will be emailed to the successful vendor.
Materials shall be delivered to the maintenance garages indicated on the purchase order between 7:30 A.M. and 3:30 P.M. on any day except Friday, Saturday, Sunday, or a holiday. Locations must be notified 24 hours in advance of any delivery to ensure DOT personnel is available to take delivery.
Delivery shall be no later than 14 calendar days after receipt of order.
Traffic paint in drums & cans are to be shipped on pallets. Materials shipped in full pallet quantities shall be stacked and securely banded and/or shrink wrapped on four-way entry pallets; in the past measuring 40" x 48" with a height of merchandise plus pallet not to exceed 60”. Pallets should be made of durable material strong enough to hold weight of product.
Distribution Center/Receiving hours of operation for deliveries are Monday through Friday 7:00 am to 3:00 pm. Locations must be notified 24 hours in advance of any delivery to ensure DOT personnel is available to take delivery.

Those who join the public bid opening after 1pm may not hear all the responses read aloud but all responses will be posted publicly for viewing as soon as they become available.
