The U.S. Army Corps of Engineers, Rock Island District, intends to procure a Senior Level Planning Session with Virtual CEO, Inc (dba, Greco Enterprises) on a single source basis in accordance with the statutory of 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1)(i), Purchases not exceeding the simplified acquisition threshold and only one source reasonably available.
Rock Island District, intends to enter into a firm fixed price contract with Virtual CEO, Inc (dba, Greco Enterprises), Carlsbad, California 92010. The NAICS code for this procurement is 611430 with a size standard not to exceed $15,000.00.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any small-business firm that believes it can meet the requirement may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed to the point of contact below by:
12 February 2024 at 1000AM CT.
A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

PROJECT SCOPE AND REQUIREMENTS
1.1 SCOPE/PURPOSE
During this Planning Session, we will outline the strategic look for the District and update the
MVR Operations Plan (OPlan). We will start with existing Lines of Effort and then discuss and
select the actions that the MVR Senior Leaders feel will have the best benefit/effort for the
District. Clear metrics will be determined for each action to define success.
The District has requested the support of a qualified facilitator with extensive knowledge of and experience with USACE.
1.3 PLACE OF PERFORMANCE
The Planning Session will be conducted at a location to be determined in Davenport, IA.
1.4 PERIOD OF PERFORMANCE
The intended dates for this Planning Session are 23-24 April 2024. The Period of Performance will
conclude one month after this session to allow time to create and distribute the Executive Summary
of the event. The intent is to provide the Executive Summary no later than two weeks after the planning
session.
