Description

You are invited to submit comments/feedback in response to this sources sought Request for Information (RFI) concerning an upcoming solicitation for Specialized Proficiency Training Services for the Iowa National Guard’s 71st Civil Support Team.



We are not requesting quotes at this time, only developing a list of contractors who can provide the required training services.



The proposed training shall meet the minimum requirements outlined within this RFI. Please also provide comments/feedback, to include the following:



1. Is your organization able to provide these services for the requirements provided below?



2. Do the requirements appear to be too restrictive?



3. Do the requirements appear to be copied and pasted from another vendor’s course?



4. Do the requirements appear to be too general/generic? Is there a requirement you believe should be added?



5. Is there anything else not listed above that you believe the Government should know about the requirements outlined below?

The following terms are applicable to this RFI:



1. NAICS 611519, Other Technical and Trade Schools with a small business size standard of $21.0M is applicable to this requirement. This acquisition will be solicited to Contract Opportunities.



2. The Government intends to award a firm-fixed price purchase order for the training services and anticipates a single award.



Requirements:



5.0 Requirements: The contractor shall provide:



5.1 A 5-day, 40 hour specialized proficiency training course for up to 20 71st CST personnel. The course length shall be a minimum of 40 hours of instruction over a period of five (5) class days at the contractor’s location. The contractor shall provide the following ropes equipment to enable two (2) days of effective scenario-based confined or elevated space rope rescue training:



5.1.1 60 Carabiners



5.1.2 Eight (8) Petzl ID, MPD or CMC CLUTCH



5.1.3 Six (6) Ascenders



5.1.4 Three (3) Anchor Plates



5.1.5 Six (6) Double Pulleys



5.1.6 Nine (9) Single Pulleys



5.1.7 12 Anchor Straps



5.1.8 12- 200 ft. ½” or 11mm Static Kernmantle Rescue Rope



5.1.9 Six (6) 300 ft 1/2” or 11mm Static Kernmantle Rescue Rope



5.1.10 Three (3) Stokes Baskets



5.1.11 Three (3) sets Bridles for Baskets



5.1.12 Two (2) Plastic Litter (Rigid Litter w/plastic bottom)



5.1.12 Three (3) Miller Half-backs with spreader bars or Yates spec pack



5.1.13 Three (3) SKED



5.1.14 12 Rope Guards



5.1.15 Three (3) Arizona Vortex



5.1.16 35 Class III Full Body Harness



5.1.17 Three (3) Kootenay Pulleys (knot passing)



5.1.18 Nine (9) 20ft. 1” Tubular Webbing



5.1.19 Six (6) 6ft. 6-8mm Prussik Cord



The contractor shall also provide, as required, radiation sources of strength and type to be detected at realistic distances (wide area of exposure) by the VMRDS, to include:



5.1.20 (Activity from 30 to 100 mCi) - Cs-137



5.1.21 (Activity less than 10 uCi) - Europium-152, Barium-133, Cobalt-60 and 57, Sodium-22, Cadmium-109, Thallium-204



5.2 A training package inclusive of take-away materials and training certificates for the participants. The training should include:



5.2.1 One (1) day of radiation response training including classroom refresher training and hands on field training with live radiation sources provided by faculty from the Texas A&M Nuclear Security Science and Policy Institute (NSSPI).



5.2.2 One (1) day use of Disaster City facility including NSSPl-supplied live radiation sources for CST-coordinated MRDS training.



5.2.3. Two (2) days of custom Rope and Confined Space Rescue training beginning with refresher training then moving out to Rope and Confined Space scenario training using Disaster City props. Scenarios will include SCBA operations and CST response PPE, as appropriate.



5.2.4. One (1) day of full-scale exercise in Disaster City. Exercise will include a realistic CST response scenario. 71st CST will coordinate response operations through the Contractor-provided civilian Incident Commander role-player.



5.2.5 Offeror/Instructor Qualifications: The offeror/instructor shall meet the following minimum qualifications:



5.2.5.1 The offeror shall ensure that any personnel providing the training are licensed, certified and qualified to provide NFPA Rope and Confined Space rescue training, live radiation source handling, shielding, detection, identification, and response training, and Incident Command Management for Hazardous Materials Response. The offeror shall ensure the instructors possess minimum job performance requirements (JPRs) for their specific block(s) of instruction support to include:



5.2.5.1.1 NFPA 1006: Standard for Technical Rescue (2021)



5.2.5.1.2 Rope Technician



5.2.5.1.3 Confined Space Rescue 1 & 2



5.2.5.1.4 NFPA 1670: Standard on Operations and Training for Technical Search and Rescue Incidents (2017)



5.2.5.1.5 Technical expertise with Vehicle-based Mobile Radiation Detection System (VMRDS) capabilities, limitations, and employment techniques and tactics



5.2.5.1.6 All certifications required to store, handle, and provide detection targets (low activity radiation sources)
