This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.
This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04, dated 2 Jun 2023.
The associated North American Industrial Classification System (NAICS) code for this procurement is 721110 with a small business size standard of $40 million.
The contractor shall provide lodging (sleeping rooms), meeting rooms and meals for a Yellow Ribbon Event, as described in Attachment 1, Performance Work Statement (PWS). Contract line item numbers (CLINS) and quantities are as follows:
CLIN 0001: Sleeping Rooms/Lodging, Quantity/Unit of Issue: 60 Job (Job = room night)
CLIN 0002: Registration Area, Quantity/Unit of Issue: 1 Job
CLIN 0003: Resource Area, Quantity/Unit of Issue: 1 Job
CLIN 0004: General Session Room, Quantity/Unit of Issue: 1 Job
CLIN 0005: Breakout Rooms, Quantity/Unit of Issue: 2 Job
CLIN 0006: Child & Youth Room, Quantity/Unit of Issue: 1 Job
CLIN 0007: Childcare Room, Quantity/Unit of Issue: 1 Job
CLIN 0008: Beverages: 1 Job (Job = Day)
CLIN 0009: Lunch, Quantity/Unit of Issue: 250 Job
CLIN 0010: Children’s Lunch, Quantity/Unit of Issue: 20 Job

Lodging/sleeping rooms shall be firm fixed price (FFP) and inclusive of room rental and applicable service fees. The Government is exempt from Iowa Sales Tax and Hotel/Motel Tax.
Meeting rooms shall be FFP and inclusive of audiovisual equipment, room rental and applicable service fees.
Meal prices shall be FFP and inclusive of food, beverages, and applicable service fees.
The period of performance is 4-5 August 2023.

Award will be made to the offeror whose quotation offers the lowest total price to the government.
See Attachment 2 for FAR and DFARS provisions and clauses which are hereby incorporated into this solicitation. The clauses will be incorporated into the resultant purchase order.

Offerors must complete annual representations and certifications online in the System for Award Management in accordance with FAR 52.212-3, “Offeror Representations and Certifications–Commercial Products and Commercial Services.” If paragraph (b)(2) of the provision is applicable, a written submission is required.
DoD Class Deviation 23-O00001, Verification of Eligibility of Small Business Joint Ventures. A small business joint venture offeror must submit, with its offer, the representation required in paragraph (c) of FAR solicitation provision 52.212-3, Offeror Representations and Certifications – Commercial Projects and Commercial Services, and paragraph (c) of FAR solicitation provision 52.219-1, Small Business Program Rerepresentation, in accordance with 52.204-8(d) and 52.212-3(b) for the following categories:
- Small business;
- Service-disabled veteran-owned small business;
- Women-owned small business (WOSB) under the WOSB Program;
- Economically disadvantaged women-owned small business under the WOSB Program; or
- Historically underutilized business zone small business

- Completed Contact Information and Pricing Table (Attachment 3)
Questions are due by 10:00 a.m. local (central) time on 27 Jun 2023. Questions shall be submitted via email to kelsey.l.letcher.civ@army.mil. Questions will not be accepted by phone. Questions and answers will be consolidated into a single Q&A document and posted to Contract Opportunities on www.sam.gov on a non-attribution basis. Offerors shall monitor the website for the most current Q&A documents and amendments to the solicitation.
Quotes are due by no later than 10:00 a.m. central (local) on 30 Jun 2023. Quotes shall be submitted via email to Kelsey Letcher, kelsey.l.letcher.civ@army.mil. The contractor is responsible for ensuring quotes are submitted by the due date and time indicated. Late submissions will be treated in accordance with the solicitation provision at FAR 52.212-1(f).
