Purpose of This Notice:

The US Army Corps of Engineers - Rock Island District, intends to procure this requirement on a sole source basis in accordance with FAR 13.106-1(b)(1) which allows for sole source procurement under the Simplified Acquisition Threshold if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.

The US Army Corps of Engineers, Rock Island District, intends to enter into a firm-fixed-price contract with Northwest Mechanical, Inc. (CAGE Code 0JDZ6). The NAICS code for this procurement is 332410 with a size standard not to exceed 750 Employees.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any small-business firm that believes it can meet the requirement may give written notification to the Contracting Officer.

Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Purchase Description:

• JACE upgrade with Installation


• BAS controls for two new boilers


• Programming of graphics, trends, & alarms


• Commission, test & verify BAS controls


• All materials, labor, applicable fees and taxes shall be included in the cost of the proposed contract.

Scope of Work:

1. Provide and Install Replacement Boiler System, BAS controls, programming graphics, trends, and alarms. Commission, test, and verify BAS controls. Provide upgrades to JACE station until 10-25-2025.


2. Work is to be completed NLT two Weeks after contract award date. Invoices shall be promptly submitted via email to the technical POC upon completion of the install.
