*** National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with The University of Iowa of Iowa City, Iowa for the nonpersonal services for managing the operation and maintenance of CO2 and CO monitoring system.





***The sole source determination is based on the NOAA, Global Monitoring Laboratory (GML) nonpersonal services for managing the Global Greenhouse Gas Reference Network (GGGRN) atmospheric research measurement tall tower site to provide time series of calibrated measurements of carbon dioxide (CO2) and carbon monoxide (CO) with long-term measurement time series from this tower site. This long-term measurement time series must be maintained for continuity current and historically. The successful continuation of this time series of measurements without significant interruption is critical to the scientific mission of GML. Use of any other source would mean a loss of all previous data points for comparison and loss of continuity.





Period of performance is Base from date of award through 6/30/2024 and 4 option years which run from 7/1/2025 through 6/30/2028.





***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government’s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
