This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.

This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04 dated 06/02/2023.

The associated North American Industrial Classification System (NAICS) code for this procurement is 611519 with a small business size standard of $21 million.

The contractor shall provide Professional Instruction Services – Cellebrite Courses as described in Attachment 1, Statement of Work (SOW). Contract line item numbers (CLINS) and quantities are as follows:

CLIN 0001: Cellebrite Course, Quantity/Unit of Issue: 1 Job

Professional Instruction Services – Cellebrite Courses shall be firm fixed-price (FFP) and inclusive of all instructor labor, travel, and training materials required to conduct a course of up to 20 attendees at the on-site location identified below.

Training dates to be coordinated between the contractor and the Government upon award.

Award will be made to the offeror whose quotation meets all requirements of the SOW and the solicitation and offers the lowest total price to the Government. Only the specified Cellebrite training courses are acceptable – See Attachment 5, Brand Name Justification.

See Attachment 2 for FAR and DFARS provisions and clauses which are hereby incorporated into this solicitation. The clauses will be incorporated into the resultant purchase order.

Offerors must complete annual representations and certifications online in the System for Award Management in accordance with FAR 52.212-3, “Offeror Representations and Certifications–Commercial Products and Commercial Services.” If paragraph (b)(2) of the provision is applicable, a written submission is required.

All offerors must submit the following:

* Completed Contact Information and Pricing Table (Attachment 3)

* Documentation that they are a Cellebrite-authorized reseller (if applicable)

Quotes are due by no later than 10:00 a.m. local time (CDT) on 5 Sep 2023. Quotes shall be submitted via email to Kelsey Letcher, kelsey.l.letcher.civ@army.mil. The contractor is responsible for ensuring quotes are submitted by the due date and time indicated. Late submissions will be treated in accordance with the solicitation provision at FAR 52.212-1(f).
