The University of Iowa (hereafter, The University / University) located in Iowa City, Iowa, desires to obtain written proposals from qualified Suppliers to provide consulting for an assessment and implementation of laboratory information systems.
Please be aware that this is an extensive bid. All Suppliers are cautioned to allow ample time for the submittal of RFQL responses well before the due date time requirement. Bids must be submitted via the eBid system.

Answer



Yes, performing some tasks outside the USA is possible. Any storage/hosting of data should remain in the US. If the successful Supplier performs work outside the US, before any work is done, a Security Review would need to be performed and what is acceptable can be determined then.

Section 7 mentions the statement ‘’ Supplier Requirements Suppliers must clearly demonstrate and provide documentation substantiating that they are compliant in each of the following areas’’ Kindly clarify if the phrase ‘’following areas’’ refers to the points listed in Section 5-Scope of services or is there any other requirements attachment/document that we are missing?

Under section 5, what activities are part of “Assist with evaluation of Supplier proposals for information system(s).”
Answer



The University expects the successful Supplier to participate in the evaluation of any purchasing processes generated by the analysis of needs that is performed. This includes assisting the University with drafting RFP(s), reviewing submissions with a University committee, suggesting follow up or clarification questions for bidders, and providing expertise as needed.

The Bid document mentions “information systems” as part of Section 5 - “Inventory and evaluate existing information systems” , could you please share what information systems are referenced here?
Answer



The University envisions an evaluation of information systems that support laboratory processes like instrument control, LIMS, accounts receivable, document control, inventory management, and data analysis. This list may not be comprehensive as there may be applications that have been acquired without the knowledge of the information technology department. The number and scope of systems should be small because the systems would have been detected if they required the use of enterprise resources like network storage, centralized authentication.

Question The online form in the Iowa eBID system limits the proposal response to 4,000 characters. However, in the “Requested Attachments” section, the University is requesting the supplier “to provide a detailed proposal as described in Attribute #8.”

Can we submit an attachment that is longer than 4,000 characters and that responsive to the requirements described in Attribute #8, and would there be a character or page limit for this attachment?

There is no limit to your attachment responses, that limit is only for the Attribute fields in eBid.
