The Title I, Part D program (also called the Prevention and Intervention Programs for Children and Youth Who Are Neglected, Delinquent, or At-Risk) was most recently reauthorized under the Elementary and Secondary Education Act (ESEA), as amended in 2015 by the Every Student Succeeds Act (ESSA). This program provides financial assistance to local educational agencies (LEA) to:

  1. Provide high-quality education programs to prepare children and youth for secondary school completion, training, employment, or further education;
  2. Provide children and youth who are neglected or delinquent with services so that they can successfully transition from correctional programs to further schooling or employment; and
  3. Prevent youth from dropping out of school and provide youth who have dropped out and youth returning from correctional facilities with a support system to ensure their continued education.

In Iowa, both AEAs and LEAs receive financial assistance to fulfill the grant requirements.
