This is a Notice of Intent to Award Sole Source



Dog Study Product Testing



The U.S. Department of Agriculture Animal and Plant Health Inspection Service (USDA APHIS) Center for Veterinary Biologics, intends to issue a Firm Fixed Price noncompetitive contract to Midwest Veterinary Services, Inc., for Dog Study Product Testing.



This purchase will be under the statutory authority permitting Other than Full and Open Competition, accordance with FAR 6.302-1 which states; The property or services are available from only one responsible qualified source at this time and no other type of property or services will satisfy these needs of the executive agency.



USDA regulates veterinary biological products to ensure they are pure, safe, potent, and effective. We needed an outside contractor to perform a study in Dogs to evaluate a currently conditionally licensed product. CVB PEL doesn’t currently have the capacity to preform studies in Dogs at the Ames, Iowa facility due to regulatory constraints (ACUC requirements).

Midwest Veterinary Services, Inc. is a specialized contractor that had specific regulatory frameworks in place to conduct this work. Working with dogs requires additional inspections and approvals from the USDA and state agencies. Midwest Veterinary Services, Inc. has in place, the proper ACUC structure to be able to fulfill the needed experimental work in Dogs that was required to evaluate the conditionally licensed product for USDA. Also, they had the animals that we were able to use in the experiment in house. The plan is to use the dogs for the current study and allow them to be reused by the contractor after the contracted USDA animal study work is complete. This will allow the USDA and the contractor to follow the current stated 3 R’s policy (Reduce, Replacement and Refinement) stated in our current ACUC policy.



This notice of intent is NOT a request for proposals or competitive quotations. Request for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination not to compete this proposed action is solely within the discretion of the Government. However, if a firm believes it can meet the requirements, an interested party may submit capability information which shall be considered by the agency in its sole source determination. Responses must be submitted by e-mail to: Latisha Hollman at Latisha.A.Hollman@usda.gov no later than November 28, 2022. All information submitted should support the capability to provide the items required, and the information shall be furnished at no cost or obligation to the Government. Respondents should ensure the information provided is detailed, current, accurate and complete.



The primary North American Industry Classification System (NAICS) code is 541940 Veterinary Services with a standard size of $9.0 Million Dollars.
