Description

The U.S. Government currently occupies space under a land lease in Dubuque, IA. The Government is considering alternate space if economically advantageous and is advertising for the right to award a lease for an Army Reserve Center and supporting facilities in Dubuque, Iowa. The Government is seeking to enter into a one (1) year lease with up to four (4), one (1) year renewal options and must include termination rights for the Government.



If awarded to a new location, the Army Reserve would relocate immediately upon the lessor's completion of any construction activities for all spaces identified within this solicitation with a start date commencing upon acceptance of the space by the Government.



The minimum requirements for consideration of award will entail a complete bid that consists of the following criteria:



- Suitable space must be approximately 40,000 SF and able to accommodate sufficient office, training, and vehicle/equipment maintenance activities all on one contiguous parcel of land. The parcel will contain approximately 20,000 SY of fenced parking area located on approximately 15 acres within a 50-mile radius of the Dubuque, Iowa Metro area.



- Acceptance and use of a government lease with no changes to the standard language, clauses or conditions within the lease as designated by the Government.



- All costs and materials affiliated to meet the requirements of the facilities including safety and security enhancements will be considered Tenant Improvements with no reimbursement from the Government upon completion of the construction.



- The lease will be awarded to the most economically advantageous bid which provides the best value to the Government. This may include among other things, the availability of alternate space that can meet the Government’s needs, relocation costs and non-productive agency downtime.
