This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, W912LP-23-Q-1102, is being issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08, effective 10/28/2022. This acquisition is 100% Small Business set-aside in accordance with the Federal Acquisition Regulation (FAR) Part 19.502-2 (b). The NAICS code is 332999 and the small business size standard is 750 employees. Basis for award is Price. The Government intends to award a firm fixed price purchase order to the vendor whose quote, conforming to the requirements of this solicitation, represents the lowest priced item meeting the minimum specifications identified in the product description (Attachment #1). The Government intends to make a single award in response to this solicitation. The following commercial item is requested in this solicitation:



Contractor shall provide the Portable/Mobile Loading Dock/Ramp in accordance with the attached product description (Attachment #1). Contract Line-Item Numbers (CLINs) and quantities are as follows:



CLIN 0001, Portable/Mobile Loading Dock/Ramp, 1 Each



CLIN 0002, Shipping/Freight, 1 Each (if applicable)



Proposed prices for all CLINs shall be firm fixed price (FFP) and inclusive of all labor, materials, taxes, fees, and associated services required to provide the items described within the product description.



This acquisition is subject to DFARS Clause 252.211-7003 – Item Unique Identification and Valuation. Contractor shall provide a conforming IUID label prior to submitting an invoice.



Advance payments and progress payments are not authorized for this acquisition, payment will be made after delivery and acceptance to include IUID label.



Submission Requirements - the following documents/information shall be submitted with contractor’s quote, also see Full-Text FAR Clause 52.212-1 Addendum “Offer Submission Instructions:”



1. Contractor shall complete and submit Attachment #3 - Contractor Information Table and Pricing Table as their official quote. If contractor submits additional quote documents, Attachment #3 shall still be completed and submitted with their other documents.



2. Contractor shall submit Warranty Information for the ramp/dock quoted, to include instructions for obtaining warranty repair/replacement parts.



3. Contractor shall provide product specifications and/or cut sheet for offered ramp/dock.



Quote is due no later than Friday, January 6, 2023, at 1:00 p.m.(central) time. Contractor shall submit quote to Dan Collins, Contract Specialist, via email at daniel.w.collins.civ@army.mil and Megan Kaszinski, Contracting Officer, via email at megan.r.kaszinski.mil@army.mil. Facsimile quotes will not be accepted. Regardless of how quote is delivered, the contractor is responsible for following up to ensure quote is received by the due date and time. Questions regarding this solicitation shall be submitted in writing via email (no questions will be accepted by phone) to Dan Collins at daniel.w.collins.civ@army.mil and Megan Kaszinski at megan.r.kaszinski.mil@army.mil, no later than Tuesday, January 3, 2023, at 5:00 p.m.(central) time to allow time to research the question. The Government will answer questions to clarify the Government’s requirements but will not answer questions related to a contractor’s specific quote information. All questions and their answer will be recorded on a consolidated Question and Answer document and posted to Contract Opportunities on a non-attribution basis. Contractor shall monitor the Contract Opportunities website frequently for updated Question and Answer documents, as no other notifications will be provided.
